Inmate Joe Outlaw holds a 12-hour protest on the jail roof.


 According to reports, the man who climbed onto the top of HMP Manchester and remained there for 12 hours was an inmate named Joe Outlaw. 
The prisoner 'faces punishment' as a result of the protest, which began at 4.30pm on Wednesday, according to the Ministry of Justice. 
Wearing a poncho, he scribbled 'FREE IPPZ' on the prison's roof and made loveheart gestures to the people gathering below. 
The man 'willingly came down from the roof' at around 4.15 a.m. today, according to Greater Manchester Police, and is now 'back in the hands of prison officials'. 
According to the Manchester Evening News, he is Joe Outlaw, a 36-year-old offender with 33 prior offences. 
His demonstration at the prison, which is still known by its old name Strangeways, resulted in the closure of several roadways in the surrounding area. 
The general populace was also advised to avoid the area. 
The 'FREE IPPZ' inscription on the roof is thought to refer to contentious judicial sanctions known as Imprisonment for Public Protection terms. 
They were introduced in 2005 by Labour Home Secretary David Blunkett with the intention of detaining offenders indefinitely until they no longer posed a menace to the public. 
They were eliminated in 2012 after being called 'unjust' by then-Justice Secretary Ken Clarke. 
The prisoner continuously yelled 'free IPPs' throughout his demonstration at Strangeways.
According to a prison service spokesperson,'staff safely resolved this event, and the prisoner will face punishment as disruption in prisons is not tolerated.' 
HMP Manchester is one of the UK's largest high security, category A men's prisons, located close north of the city center. 
When it was renovated following an infamous riot in April 1990 that lasted 25 days, the longest such disturbance in British penal history, it was renamed Strangeways.

A tornado kills 23 people in Mississippi, wreaking pandemonium in the southern US state.

  Tornadoes swept over Mississippi, killing at least 23 people and left a devastation in their wake. The Mississippi Emergency Management Agency stated on Twitter that search and rescue teams from local and state agencies had been mobilized to assist tornado victims. Early Saturday, the agency revealed that 23 people had perished, four were missing, and dozens had been injured. "Unfortunately, these numbers are expected to change," the agency tweeted a few minutes later. A tornado inflicted damage around 60 miles north-east of Jackson, Mississippi, according to the National Weather Service. The remote settlements of Silver City and Rolling Fork were destroyed as the tornado moved northeast at 70 mph, racing into Alabama through towns like Winona and Amory into the night. Humza Yousaf has been named the new leader of the Scottish National Party, succeeding Nicola Sturgeon.
